Richard Tarver Webb, M.D., J.D., LL.M. Founder & Medical Director, Coastal Spine & Pain

Dr. Richard Tarver Webb is the founder and medical director of Coastal Spine & Pain, bringing to Baldwin County and the Gulf Coast region a rare combination of interventional pain medicine expertise, legal acumen, and healthcare leadership that is virtually unmatched in the field. A dual board-certified physician also holding a Juris Doctorate (law degree) and LLM (Master of Laws), Dr. Webb has dedicated his career to providing patients suffering from complex and chronic pain conditions with the most advanced, evidence-based interventional treatments available — all within a practice environment built from the ground up with the patient experience at its center.
Dr. Webb’s educational foundation is as broad as it is deep. He holds a Juris Doctorate from Mississippi College School of Law and a Master of Laws in Taxation with a concentration in healthcare law from the University of Florida School of Law — credentials that uniquely position him to navigate the complex regulatory, compliance, and business dimensions of modern medical practice. He earned his Medical Doctorate from the University of Mississippi School of Medicine, where he was inducted into the prestigious Gold Humanism Honor Society by the votes of fellow students, residents, faculty, and staff in recognition of his demonstrated excellence in clinical care, compassion, leadership, and dedication to service. He completed his Anesthesia Residency at the University of Mississippi Medical Center, serving as Chief Resident and earning both the Resident of the Year Award and the Resident Colleague of the Year Award, before going on to complete a Pain Medicine Fellowship at the same institution, where he served as Co-Chief Fellow.
Following fellowship, Dr. Webb joined Total Pain Care of Flowood — the largest non-academic interventional pain management group in Mississippi — where he served simultaneously as a treating physician, Founding Medical Director of the group’s affiliated ambulatory surgery center, and faculty Instructor in the Department of Anesthesia and Pain Management at UMMC. Under his medical directorship, the ASC grew to become the largest single-specialty pain management surgery center in the state of Mississippi. During this same period, he served as a national CME instructor through PBI Education in conjunction with the University of California School of Medicine, teaching physicians across the country on the proper prescribing of controlled substances, healthcare law, ethics, and risk management.
For the past two and three-quarter years, Dr. Webb has served as Director of the Department of Pain Management at Baldwin Health, one of the region’s most respected healthcare systems, where he oversees clinical operations, departmental strategy, and quality improvement initiatives while continuing to provide a full spectrum of advanced interventional procedures. He concurrently serves as Medical Director and Chairman of the Board of Directors for the Specialty Surgical Center at Baldwin Health, as a Clinical Instructor for the Baldwin Health Family Medicine Residency Program — mentoring the next generation of physicians in pain management principles, appropriate prescribing, and multidisciplinary care — and has been designated as next in line for Chief of Staff of the hospital, a distinction that reflects the deep institutional trust and peer confidence he has earned throughout his tenure.
At Coastal Spine & Pain, Dr. Webb and his team offers patients throughout Baldwin County, Mobile County, and the Florida Panhandle access to the full continuum of interventional pain management services, including diagnostic and therapeutic spinal injections, peripheral nerve blocks, radiofrequency ablation, spinal cord stimulation, and many other modalities to help regain function and decrease pain. Rachael Arredondo, MSN, FNP-C Nurse Practitioner, Coastal Spine & Pain
Rachael Arredondo, MSN, FNP-C, is a board-certified Family Nurse Practitioner with more than a decade of advanced clinical experience in interventional pain management. A proud product of Alabama’s finest academic institutions, Ms. Arredondo earned her Bachelor of Science in Biology from Spring Hill College, her Bachelor of Science in Nursing from the University of South Alabama, and her Master of Science in Nursing — Family Nurse Practitioner concentration — also from the University of South Alabama. She has practiced alongside Dr. Webb in the interventional pain management setting at Baldwin Health since 2023, conducting high-complexity pain evaluations, independently performing joint injections and bursa injections, and providing collaborative support for the full range of advanced interventional procedures offered within the practice.
Ms. Arredondo brings particular expertise in chronic opioid therapy management, risk stratification, and regulatory compliance — maintaining strict adherence to both federal DEA requirements and Alabama-specific prescribing regulations. Her clinical approach is thoroughly multimodal, integrating pharmacologic management, procedural intervention, imaging interpretation, and patient education into individualized treatment plans focused on functional restoration and quality of life. A longstanding resident of the Fairhope area, Ms. Arredondo is deeply committed to the Gulf Coast community she serves. She holds board certification through the American Association of Nurse Practitioners (AANP), an active Alabama APRN license, DEA registration, and current ACLS and BLS certifications.
